On the occasion of the Third Silk Road International Exposition, as witnessed by Mr. Po Rattana, Under Secretary of State Ministry of Economy and Finance of the Kingdom of Cambodia, as well as governmental leaders of national, provincial and municipal levels of China, the EPC Framework Agreement on the 5 million t/a Oil Refining Project to be built in Cambodia is signed on May 11, 2008, jointly by Mr. Han Bing President of Hualu Engineering & Technology Co., Ltd, Mr. Meng Jian, Chairman of SCEGC Installation Group Company Ltd as one party and CEO of Cambodian Petrochemical Co., Ltd as the other party.
