CNCEC Chairman Dai Hegen meets with First Deputy Prime Minister of Kazakhstan Mr. Mamin

A few days before the signing of a supplemental agreement for Kazakhstan PDH project,On the morning of September 11, 2017, Chairman of CNCEC Mr. Dai Hegen upon invitation met in Nanning with the First Deputy Prime Minister of Kazakhstan Mr. Askar Uzakbaiuly Mamin, who was attending the China-ASEAN Expo and Business and Investment Summit at that time.

Mamin briefly introduced the social and economic development status in Kazakhstan, and congratulated China National Chemical Engineering Co., Ltd. (CNCEC) for winning the contract for the key project in Kazakhstan petrochemical sector. He hopes the parties should bring the contract into effect soon, speed up project construction, and take this project as an opportunity to deepen the extensive cooperation between the two sides in petrochemical, energy and power, infrastructure and other fields.

Mr. Dai Hegen thanked the Kazakhstan side for its long-standing trust and support for CNCEC. He said, as a central state-owned enterprise, CNCEC will actively implement the "Belt & Road" initiative put forward by President Xi Jinping while promoting the in-depth cooperation between China and Kazakhstan in expanding production capacity. CNECE attaches great importance to the bilateral cooperation in the polypropylene/propane dehydrogenation project with Kazakhstan Petrochemical Industries Inc., and is determined to build an excellent quality project by virtue of its technology strength, specialized talents and management advantages. Through the project, CNECE can create more jobs in Kazakhstan, focus on an environmental, harmonious and sustainable way of development, and make greater contribution to promoting the development of friendly relations between China and Kazakhstan.

During the talks, the two sides exchanged views and reached consensus on the budget approval, labor visas, establishment of a high-level communication and coordination mechanism and other matters involved in the operation of the petrochemical projects.

Vice President of CNCEC, Mr. Liu Jiaqiang, Chairman of China Tianchen Engineering Corporation (TCC) Mr. Wang Zhiyuan and Vice President Deng Zhaojing, Chairman of Hualu Engineering & Technology Co., Ltd. Mr. Wu Yinlong and Vice President Mr. Kang Jianbin, among others, attended the meeting.

September 13, 2017, Vice President of CNCEC Mr. Liu Jiaqiang and Chairman of Kazakhstan Petrochemical Industries Inc. (KPI) Mr. Gabit Zakariya signed a supplemental agreement for the EPC general contract of the Kazakhstan petrochemical integration (IPCI) project (a.k.a. PDH project) in Beijing. This is a significant achievement made through the tireless efforts of the company leadership, project team and the overseas business department following the signing of the EPC general contract for the project on December 13, 2015 and marks the start of the implementation phase of the IPCI project, which is to be jointly executed by our company together with TCC. The size of the project is annual output of 500,000 tons of polypropylene and the contract duration is 42 months.

The signing ceremony took place after a meeting between Chairman of Hualu Group Mr. Dai Hegen and a delegation led by Chairman of Kazakhstan United Chemical Company (UCC) Mr. Osserbai Zhenis Alibekuly and KPI Chairman Mr. Gabit. The two sides discussed in-depth about promoting the IPCI project as one of the key projects in China-Kazakhstan production capacity cooperation, and are both confident in building the IPCI project into an excellent quality project. Meanwhile, both sides hope to leverage IPCI project as an opportunity to deepen mutually beneficial cooperation in the future in various fields.
